Hi Caron, Thanks for your question. Concerning our Equi-Pak, it has been used w/o shoes but only in an emergency situation. It won't stay in long term w/o shoes. Hopefully your horses feet will adapt after awhile in your new location. We do have a product called Equi-Build that has been used successfully without shoes but that is usually for a more corrective reason. Sorry I can't be of more help. Good luck.
