Hi Vicki, Thank you for your questions. I would not recommend using Equi-Pak w/o shoes. It will stay on if the horse is stall bound but if turned out, it will not stay in long. We do have a product called Equi-Build that is similar to the Pak that has been used w/o shoes and stays in very well. However, this product is firmer and may be too firm for a navicular horse. Consult your farrier on this. To both materials, yes, you need the dispensing gun. We have dealers on both sided of Iowa but not in the state itself.
