Well my horse had a similer problem, but X-rays revealed that he had contracted heels that were pressing on his lateral cartilages. similer symptoms to navicular and sometimes considered a pre-navicular symptom. check the heels and X-ray and see if ths could actually be the problem and then address the contracted heels Barefooted did well for my horse.
