Since this is not a veterinary forum I cannot give you the techinal information on that condition. Your vet should be able to give you more details. If not, there are plenty of good breeding books out there that do describe it. If your foal needs immediate help and your vet is unable to assist,
I would suggest calling the nearest veterinary teaching hospital or get your vet to refer you to a university or clinic that does neonatal care.
