ex-racehorse needs new feet!

We've had an ex-racer for about six months and he's got terrible feet. My farrier (quite educated and certified as well) has recommended a barefoot period in the hopes of hardening and subsequently growing better hooves. Despite supplements, great diet, good weather, and 24 hr turnout, it's not working. He's sore, he's lost hoof wall, and is now chipping the tiny feet he's got. Other than that he's a very talented young gelding!
My question is this: is there a type of shoe that we could put on that does not require nails - like the glue ons? They would need to be strong because he is turned out, not stalled. He just doesn't have much to nail to. Any suggestions?
