Hi and welcome. Can you post some pictures? It helps to know a little more. If you have a farrier, have you discussed this with them?
I just worked on a 4yr qtr that paddled, the vet checked it later and we all agreed it was helped. I'm cautious to venture an opinion without more data. But I will say that applying a shoe properly can maximize your horse's potential and minimize flaws.

I planned on talking with my shoer, I was just curious if it could be corrected. I don't believe in taking just one persons opinion. I don't have a digital camera, so I won't be able to take a pic. thanks :)

My shoer came for the regular visit, he was surprised that the horse paddled out because his bone structure is straight. He did turn the shoe to put some weight on the opposite side, I will see if this helps. I never noticed it before but someone who came to look at him to buy him mentioned that he paddled.(???) No one else who came to see him has ever said it before.. I think she was more afraid of his size (17.3) than anything, drove 4 1/2 hours and didn't even bother to try him. (Most people have trouble getting him to canter because he is dead quiet, oh well) :)
