I heard at a clinic mixing Betadyne with the Silicone helps set it up faster, the problem would be how do you mix it and then get it under the pad.
I heard about this from some of the folks who went to the clinic in rochester. Last week I experimented with a control quantitiy of silicone and the same amount mixed in a cup with 5 or 6 drops of betadine. Sure enough while the control took 24 hours outside to set up the betadine batch set up in about 25 minutes. I have no idea how you would get it under the pad. Only thing that springs to mind is to use a tounge depressor to scoop it out of the cup and spread it on the foot before the pad and shoe are nailed on. I could envison silicone getting everywhere with this method if you apply more to the bottom of the foot than necessary.
