Usually cleaning and balancing the hoof is the best therapy. Vick's has no antiseptic value, but would mask the odor.
I haven't noted much value of the effect on mares and stallions since an extensive study done at Colorado State University showed that stallions are more visual than odor stimulated in finding mares in heat.

I can second Dr Meyers on the vicks being useless on stallions. I took a Gypsy Vanner Stallion to Equine Affair in Ohio 2 years ago. I had that SOB lathered in vapor rub, he was STILL climbing the walls. My sinus however, were very clear !
