It may be just a tad premature to get the gun off the rack just yet
From your brief description it sounds like the frog might simply be shedding and the horse has some retained sole.
Has the horse been seen by a farrier and/or vet?? If not why not?
There are many ways to remedy a problem if it even exists but it needs to be properly diagnosed first
