Without seeing him move and not knowing how he is currently shod I can only suggest generalities.

Lighten the front shoes and move the breakover back to move the hoof away from the rear.

This movement is also suggestive of a horse that is heavy on his forehand. Make sure he is engaging his rear when being ridden.
