filing off the horn

I recently purchased a nine year old 16 hand TB who is built like a truck. He was previously used as a rental trail horse for the last five years.I have started doing ring work with him (huntseat)and find he struggles with circles because he interfers behind and wacks his ankles and the opposite shoe(I hear steel on steel).I also saw the farrier file off the horn completely on all 4 feet then apply a sealer.Is this safe?Iwould think this would weaken the wall as the hoofs grow. I have been away from horses for 15 years and have recently started riding again so I'm sure some things have changed.One More thing the farrier does is he allows the ends of the shoes on all 4 feet to overlap the crevices and frogs by 1/2 inch. this makes it difficult to really clean the hoof and I am Afraid the frog will become bruised. When I confronted the farrier about this he said this was for support. Am I out of line or do I need a new farrier? Thanks for your imput.
