getting worse after each shoeing

I have a chronic laminitic pony, Oscar. He had his last attack last Oct. & X-rays revealed some rotation & a little sinking. Since then he's been shod with steel NBS. Problem is that at this time of year, after each shoeing he is really sore for weeks, with a pulse (which wasn't there beforehand). He just seems to be getting intolerant to all the nail bashing. I just wondered if anyone could help me - would he be better with EDSS pads on (my farrier says his hooves are too narrow) or is there an alternative to nail on NBS that still enables me to give him pedal bone support? I worry that he just isn't getting sole support
