For me, a 00 on the front of a horse this size is small, particularly when the horse is wearing an 0 behind. Generally speaking, the shoe size will be the same front or hind, or the fronts will be a size bigger. It is rare, at least in my experience for the front shoes to be smaller than the hinds.
