: What you describe is most likely nothing more than the periople, having been subjected to wet then dry then wet conditions, scaling and thickening up . A simple way to check this out is to take a piece of medium grit sandpaper and lightly sand the affected area without getting into the coronary band. You will see the overgrowth disappear and the wall underlying it will be solid and normal. If your vet is coming out only for this, then you would be better served to first have your farrier look at the feet. If, after examining them, the farrier thinks there is something wrong, you can call the vet. But my bet is that in actuality, you need neither individual. Just some sandpaper.
