I deal with TWH and ASB regularly. Do not attempt to put long hooves on a 9 month old colt. You can grow show hooves on him later. Trim him balanced and normal, feed him properly, and apply Keratex Hoof Hardener and you will get the best hooves possible. Feeding him well equates to adequate amounts of protein to grow a hoof and do not overfeed carbohydrates (like oats).
