A chip is not necessarily an indication of seedy toe. Seedy toe evidences in the white line, where you'll see a stretching of the laminar connections.

Seedy toe is indicative of a mechanical breakdown; hence, it will be resolved mechanically, not with pastes or potions.

Yes, it certainly does. If I take a grinder and rough up the wall of one of your tires every six weeks, the short-term effect won't be much and may not be significant enough that you'll even notice, but by the end of a year's time, I'll have that tire ugly and ready to blow out on you.
