Trimming really short may be counterproductive. There are several things you need to look at here.

Make sure you are feeding sufficient protein to grow hoof wall. A horse requires a pound and a half of protein per 1000 pounds of body weight daily for maintenance. More is required for growth and your horse is telling you he needs more.

Radiographs are needed to properly internally balance the hoof and make sure there are no areas that are excessive loading. There are specific ways to take these films.
