Call animal control as Dr. Myers suggested. Then inform the owner that they need to remove the horse from the premises if they are refusing to allow the horse to be treated medically to relieve the horse of the infection and pain. Draw up a contract giving you, or the attending veterinarian, control over the medical treatment with two places to sign at the bottom. One stating they agree and another saying they refuse. Allow spaces for the veterinarian and your signature along with a witness. Or see if the veterinarian has something you can copy… it needs to state that the owner is aware of the consequences and understands them if they choose to not treat the horse. You need to make sure that it also states the diagnosis.
