Even tho you say he tore it off ,unless it bled there should not be a severe problem. He was most likely ready to shed his frog and your farrier left it to do just that! He might be tinder for 10-14 days but not unuseable. Just ride or keep in soft ground until the frog grows down some.Good Luck! Gary
