There was no "official decision" from Tufts University that the Strasser methods are unethical or do harm to horses. In fact, Professor Dr. Kirker-Head of Tufts University will be giving a presentation at Dr. Strasser's 2003 World Conference for Strasser Hoofcare and Natural Horse Treatment in Tuebingen, Germany in November. You can bet if the Strasser methods were considered unethical by Tufts University he'd be having no part in this conference.
